

The City of Martinsburg began the Yard Waste Program on May 1, 1997. Residents, businesses and lawn care services that accumulate yard waste, are required to dispose of these products by dropping off the yard waste materials at two drop-off sites provided by the City. The drop-off sites are:
City Public Works Facility on Boston Street Monday thru Friday - 8:30 a.m. - 2:30 p.m.
City's Recycling Center on Stephen Street Friday and Saturday - 8:30 a.m. - 2:30 p.m.Biodegradable bags are to be used for yard waste products only. Bags (39 gallon) will be available to City residents at a cost of $2.00 for a sleeve of 10 bags. Bags are available at City Hall, Martins, Rogers County Market and Food 4 Less.
Yard waste consists of leaves, grass clippings, flowers, plant stalks, vines, small twigs, tree limbs, branches and brush. This does not include dirt, stones, rocks, etc. These items will damage the equipment used in processing the yard waste.

As a service to our community, the City of Martinsburg picks up cut Christmas trees each January. Residents are encouraged to recycle their Christmas trees by placing them and all greenery, such as wreaths, at the curb side. The trees and greenery should be free of all decorations and wires.
All Christmas trees and greenery will be collected and recycled into mulch and used by the City around public buildings, trees and other needed areas. By recycling your Christmas trees, the City will divert over 50 tons of recyclable material from being put into the landfill.

The Public Works Department is responsible for litter pick-up downtown in public streets, sidewalks and public parking lots. This is especially critical during the warm weather months and on event weekends. In order to keep the downtown area clean and inviting for the residents and the many visitors to Martinsburg, the Public Works Department crews are sent downtown to pick up litter and debris in the early morning hours before most businesses open.

The City of Martinsburg provides garbage collection to all residents. Residents are billed annually beginning in July at a rate of $160.00. However, if the bill is paid in full within twenty days of the billing date the resident receives an 18% discount.
Collection schedules vary depending on where you live in the City. However, all residents receive two garbage pick-ups per week on a schedule as follows:
Monday and Thursday
Tuesday and FridayContainers shall be placed at the curb line no earlier than 5:00 p.m. on the day prior to the day scheduled for collection and no later than 6:00 a.m. on the day scheduled for collection.
No residential containers should weigh more than fifty pounds and it should not be wedged into the containers in a manner rendering it impossible for City employees to remove it.
