| CITY MANAGER | |
The City Manager is chosen by the Council solely on the basis of his/her executive and administrative qualifications. The City Manager is the administrative head of the municipal government and is responsible for the efficient administration of all departments. The City Manager is appointed for an indefinite period. | CITY ATTORNEY | |
The City Attorney is appointed by the Council and serves as the legal adviser of the City and all its officers in all matters arising and in which legal proceedings may be taken. The City Attorney prosecutes all suits, actions and proceedings instituted on behalf of the City and defends all suits and actions against the City. When requested, the City Attorney gives written opinions to the Mayor and Council regarding such legal questions that may affect the City's interest. |

| CITY RECORDER | |
It is the duty of the City Recorder to keep a properly indexed journal of the proceeding of the Council and preserve the records of the City. In the absence of the Mayor, the City Recorder exercises the functions of the Mayor except at meetings of the Council. The City Recorder is the Chief Election Official for the City of Martinsburg. |

The City of Martinsburg has a Zoning Ordinance requiring the purchase of building permits to make repairs or additions to existing structures or to build new structures. The cost of a building permit is $7.50 per $1,000 cost of construction with a minimum permit charge of $15.00 for construction $2,000 and under. The City of Martinsburg also utilizes the BOCA National Property Maintenance Code. This code provides the City with an effective regulatory means of providing minimum health and safety requirements for existing buildings and structures.

| FINANCE OFFICER | The Finance Officer performs a variety of complex administrative and technical accounting and finance functions in maintaining the fiscal records of the City. The Finance Officer is responsible for accounts receivable and payable and maintains all City banking records. The Finance Officer also provides leadership and direction in the development of short and long term range plans. |
| POLICE CHIEF | |
The Police Chief has the general control, supervision and authority over all the Police Officers and civilian staff employed within the Department. The Police Chief plans and implements law enforcement programs for the City in order to carry out the policies and goals of City Management and Council. The Police Chief develops policies and procedures for the Department and ensures that laws and ordinances are enforced and that the public peace and safety is maintained. | |
| FIRE CHIEF | |
The Fire Chief performs technical administrative, supervisory and complex fire services work in directing the full activities of the Fire Department. The Fire Chief makes recommendations for the establishment and maintenance of an adequate fire defense and responds to and takes command of fire fighting personnel at major fires. The Fire Chief is also responsible for the enforcement of the City of Martinsburg Fire Prevention Code. | |
| PUBLIC WORKS SUPERINTENDENT | |
| The Public Works Superintendent performs complex supervisory, administrative and professional work in planning, organizing, directing, and supervising the Public Works Department, including environmental, street, solid waste, traffic control, recycling and other public works projects and programs. The Public Works Superintendent plans, organizes, coordinates, supervises and evaluates programs, plans, services, staffing, equipment and infrastructure of the Public Works Department. | |
| WATER AND SEWER SUPERINTENDENT | |
The Water and Sewer Superintendent performs a variety of skilled, technical, supervisory, and administrative work in the planning, construction, operation, repair, maintenance, and replacement of municipal water distribution and treatment systems, and waste water collection and treatment systems. The Water and Sewer Superintendent plans, schedules and implements construction, maintenance, operation and construction activities designed to provide quality water distribution and waste water collection and treatment services for the City. The Water and Sewer Superintendent also oversees the analysis of water, waste water, and effluent samples to provide data for the efficient operation of the Water and Waste water Treatment Plants. |
