Metered ParkingThe Public Works Department installs parking meters located in the downtown area. Parking meters are located in the following City blocks:
100, 200 N. Queen St.Metered parking is also available in the public parking lots:
100 E. Martin St.The City employs Parking Meter Attendants for the purpose of patrolling all metered areas and issuing notices of violation to any driver or owner of any vehicle in violation of the parking rules of the City.
In order that the time during which a vehicle is parked in a parking meter space may be properly and conveniently computed, the owner or operator of a vehicle entering the space shall immediately deposit a five-cent coin, ten-cent coin or twenty-five cent coin in the parking meter adjacent to the parking meter space. Metered hours are Monday - Friday 9:00 a.m. - 5:00 p.m.
The purpose of parking meter fees is to cover the costs of the supervision, inspection, installation, operation, maintenance, control and use of the parking meter spaces and the regulation of the parking of vehicles in the parking meter zones.

To pay a parking ticket you will need:
Permits for parking meters are issued to persons residing where metered on-street parking is in effect at the rate of six dollars ($6.00) per month. Parking meter permits issued to all other persons is at the rate of twelve ($12.00) per month. Permit parking is for use on green top meters only.
The City provides one designated parking space for disabled persons within each City block on Queen Street between Race Street and King Street and on King Street between Spring Street and Maple Avenue.

Roadway Debris & Street SweepingThe Public Works Department is responsible for clearing all debris from public roadways. This includes litter and dead animals as well as major obstructions such as fallen tree limbs and accident debris. The crews maintain the streets regularly for routine sweeping.

Roadway Signals and Signs
The Public Works Department is responsible for maintenance and safe operation of all traffic
signals. We are also responsible for the installation and maintenance of all public
street signs. All traffic signals are installed and maintained in accordance with the Federal Highway
Administration (FHWA) Manual of Uniform Traffic
Control Devices (MUTCD). To report malfunctioning traffic signals and missing and/or

Paving ProgramEach fiscal year, the City reviews the unencumbered balance, and if funds are available, sets aside monies for resurfacing public streets throughout the City. The resurfacing program is funded through the City's General Fund. The streets to be resurfaced are recommended by the Planning and Engineer Department and determined by the Martinsburg City Council based on the condition of the roadway and the volume of traffic. The street resurfacing schedule is coordinated with all other Public Works divisions, and also with all private utility companies planning projects in effected right-of-ways.

Asphalt Patching
The Public Works Department is responsible for all asphalt patching and pothole repairs
to public roadways and parking lots. The City is not responsible for fixing potholes in
pavement located on private roadways and other private property such as shopping center parking

SidewalksThe Public Works Department is responsible for maintaining all City owned sidewalks. Minor repairs are funded through the Public Works Department operating budget with major projects funded through the City's General Fund. Minor concrete expansion projects are usually installed by the Public Works Department. Large concrete expansion projects are generally contracted out to private firms. Determination is made on a case by case basis.
The City of Martinsburg offers a Sidewalk Loan Program. These loans are interest free and are funded through the City's Mortgage Revenue Fund. The Code Enforcement Officer will accept loan applications from property owners and have the owners sign a promissory note for the amount of the non interest bearing loan. A repayment schedule is established for the property owner equal to the value of the loan for between a twelve (12) month and twenty four (24) month period. All sidewalk replacement is at the contractor's established price for the work as negotiated by the property owner. Property owners, whose sidewalks are determined as needing replacement, will be encouraged to do so through visits from the City Planner/Engineer's office.
Those refusing will have the sidewalks installed and a lien will be filed against the property. Repayment of these loans will begin one (1) month after the sidewalk work is completed. The Finance Officer follows the repayment schedule on each individual to assure that payments are made. Letters are issued reminding delinquent owners of the installment due should the installment lapse beyond a sixty (60) day period. Payments made after the term of the loan has expired will carry a five percent (5%) penalty.

Snow and Ice RemovalThe Public Works Department is responsible for clearing all snow and ice from the City's fifty two (52) miles of public roadways. Private roadways located within the City are not cleared. The Public Works Department uses six (6) snow plow trucks with four (4) of those trucks equipped with salt spreaders. The salt spreaders are sent out at the onset of each snow storm and are followed by the snow plows after approximately four (4) inches has accumulated on the roadways. Loaders and backhoes are used to concentrate on intersections and cul-de-sacs where snow plow trucks are not as effective. The snow plow crews work around the clock on twelve (12) hour shifts until the snow or ice storm emergency is over.
All property owners, where sidewalks exist, shall remove, or cause to be removed, all snow and/or ice from the sidewalk adjacent to the owned property within twelve (12) hours after the snowfall has ceased to fall or ice has formed. If the snow or ice is not removed within that twelve (12) hour period the City may cause such snow/ice to be removed at the expense of the City, which expense shall be charged against the owner of the property, in addition to any fine imposed.
Storm DrainageThe Public Works Department is responsible for the maintenance of all public storm drainage systems. The Public Works Department does install some minor storm drainage systems with the larger projects being contracted out to private firms. Public storm drainage systems include storm sewers, catch basins, inlets and drainage ditches. Storm drainage systems are cleared of obstructions on a regular basis with critical areas inspected and cleared before major storms.
