Water

Water System

The City's water system consists of a water distribution grid made up of two (2), four (4), six (6) and eight (8) inch water mains and major transmission mains of ten (10), twelve (12) and sixteen (16) inches. Water storage consists of a 1.25 million gallon clear well storage at the Baltimore and Williams Street Plant and a 0.06 million gallon storage at the Big Springs Plant. Distribution system storage consists of a 2.1 million gallon storage at the Red Hill Tanks West Stephen

Street, and a 0.26 million gallon storage at the Stuckey Court tank. The distribution system is pressurized by pumps located at the Baltimore and Williams Street Plant, the Big Springs Plant and the Western Avenue Booster Station. The water from Big Springs is obtained from deep wells that serve to dewater existing flooded limestone mines. Emergency water for the City can be supplies by Lake Thomas which holds 2 million gallons of water in reserve.

Water Treatment

The City of Martinsburg operates two separate Water Treatment Plants. One plant is located at Baltimore and Williams Street. The source of supply for this plant is Kilmer Springs (ground water spring) located on the western edge of Martinsburg. The Baltimore and Williams Street plant consists of chlorination, fluoridation and pumping facilities. The 1997 daily average flow from this plant was 2.53 million gallons per day. This facility has 1.25 million gallon clear well storage. The second plant is located south of the City of Martinsburg east of U.S. Route 11. The source of supply for this plant are wells located on the Capital Cement property. This plant consists of chlorination, fluoridation and pumping facilities. The 1997 daily average flow from this plant was 1.16 million gallons per day.

Water Line Maintenance

The City of Martinsburg makes regular upgrades of their water distribution system. The City Water Department will contact property owners in the area of the proposed upgrades prior to the start of a project.

Water Meter Installations

The City of Martinsburg Water Department has an ongoing project of water meter repair and/or replacement.

Water Services

The City of Martinsburg provides water,sewer, and refuse services to the residents of Martinsburg and some outlying areas of the county. Utility Services handles reading the water meters, producing the utility bills, and processing requests for water service to be connected or disconnected.

How Do I Sign Up For Water Service?

To sign up for water, sewer, and refuse service you will need to come to our office in order to fill out and sign an application. We require the following information:

1. Name
2. Address
3. Phone #
4. Social Security #
4. Date you want service started.

Connections are done weekday afternoons. No weekends or after 5:00 PM except in the case of emergencies.

How Much Will My Bill Be?

Your water and sewer bill is based on your actual water consumption. Naturally, this will vary depending on how many people you are living with and your water use habits. To give you some idea of what your bill might be, the average family of 4 (2 adults and 2 children) uses approximately 15,000 gallons of water every 3 months.This usage amounts to $74.05, based on our current rates inside city limits.

When Is My Bill Due?

Residential customers are billed every 3 months. Commercial customers will receive a bill monthly. Payment is due 30 days from the date of your bill.

Sewer System

The Sewer Department is responsible for the installation and maintenance of the City's sanitary sewer system. The City's sanitary sewer system consists of approximately 90 miles of sanitary sewer line and one life station located at Bruce Drive off of East Moler Avenue. The Sewer Department has a program of routine cleaning of sewer mains and laterals. Within the City of Martinsburg all public sanitary sewer lines flow by gravity to the Waste Water Treatment Plant.

Wastewater Treatment

The City of Martinsburg's Wastewater Plant is a 3.0 million gallons per day high rate single stage trickling filter plant followed by an oxidation tower, primary and secondary settling followed by chlorination and dechlorination. Solids handling consists of two stage heated anaerobic digestion followed by belt filter press for solids dewatering. The Wastewater Treatment Plant is located at East John Street extended. The 1997 daily average flow was 2.08 million gallons per day.

Refuse and Recycling

On an annual basis your utility bill includes a charge for refuse and recycling service. These services are performed by the City of Martinsburg, All residents of Martinsburg are required to pay for refuse and recycling unless you live in an apartment complex that provides a dumpster for it's residents.
